Solution:

Place the plugin file ‘PE4VegasLoader14.dll’ in:
C:\ProgramData\VEGAS Pro\17.0\Application Extensions
C:\ProgramData\VEGAS Pro\17.0\Application Extensions\PE4VegasLoader14.dll
If plural eyes is not showing up or working in Vegas pro.
